When the gods speak, they speak through the Division's licensed Oracle Network, and when the prophecy's recipient has questions about what their destiny means, they file a support ticket. The Division handles approximately two thousand prophecy-related inquiries per year. Most of them are about ambiguous wording. A meaningful percentage are about prophecies that have apparently been issued in error. A small but persistent category involves prophecies that contradict each other.

Core Mechanic: Interpretation Queue: Track each prophecy case's Queue Position from 1 to 12 (lower is further along in processing). Cases advance by gathering supporting evidence, resolving contradictions, and securing oracle confirmation. Cases regress when new contradictory information arrives, when the oracle changes their interpretation, or when the Division's supervisory gods issue a clarifying addendum that creates new questions.

The Division does not control prophecies. It clarifies them, tracks their resolution status, and provides customer support to the people whose fates are described in language that made perfect sense to the divine source and is deeply ambiguous to the mortal recipient.

Tone: Procedural comedy with genuine existential stakes. The humor is in the gap between the profundity of fate and the mundanity of the ticketing system. The Division staff are not cynical about prophecy; they take it very seriously. They are also very serious about queue management, which produces some absurd prioritization decisions.

Sensory Pillars:

  1. Sight: The Division’s main floor: rows of interpretation desks, each with a glowing prophecy display and a stack of case files.   3. Touch and Smell: The prophecy scrolls themselves: divine documents that are warm to the touch and smell faintly of the specific oracle who received them. Copies made by Division scribes lose both qualities, which is how you can tell the difference between an official prophecy and a forgery. The Division’s filing system: an extensive physical archive organized by prophecy date, recipient name, and a thematic index that the current archivist has spent fifteen years building and that is the most complete reference on prophetic patterns in existence.

2. The Division

The Customer Service Floor handles new ticket intakes, initial interpretations, and the ongoing communication with prophecy recipients who have questions. Most specialists develop areas of expertise: celestial events, lineage prophecies, object-centered destinies, and the Division’s least popular specialization, Contradiction Management.

The Senior Interpretation Unit handles the difficult cases: contradictions, multi-party prophecies, and the increasingly common category of prophecies that appear to have been issued about the same event from different divine sources using incompatible symbolic vocabularies. Unit Director Nora Pell has been managing this for fourteen years and has the specific combination of deep expertise and resignation that the job produces.

The Oracle Liaison Office maintains the working relationship with the licensed oracle network. Oracle Liaison Dax has the most unusual job in the Division: he communicates with entities whose answers to questions are never straightforward and who are contractually required to provide clarification but have a very loose interpretation of what “clarification” means.

The Archive contains complete records of every officially registered prophecy for the past six hundred years, along with their resolution records: whether they were fulfilled, contradicted, expired, or resolved as “Ambiguous Outcome.” The resolution records are the most instructive database in the kingdom for understanding how prophecies actually work, and the Division uses them primarily for precedent research and secondarily for a deeply uncomfortable quarterly statistic: the percentage of active prophecies that resolve as “Ambiguous Outcome” rather than clear fulfillment. 3. Factions

The Division Staff are the specialists, directors, and support personnel who run the prophetic support system. They believe in what they do. The Division prevents harm by ensuring that prophecies are understood correctly before heroes act on them. The alternative is documented: the Archive has a whole section on what happens when prophecies are acted on without interpretation support.

The Oracle Network is the licensed group of divine conduits through which official prophecies are issued. The Network is not an organization the Division controls; it is an entity the Division has a working relationship with. Oracle Network Representative Tam attends Division meetings, answers questions in the specific non-linear way that oracle representatives answer questions, and is technically the Division’s most important partner and practically its most difficult one.

The Heroes’ Advocacy Group represents the recipients of prophecies in their dealings with the Division. Most of their complaints are about wait times. Some are about interpretation quality. A growing subset are filing formal objections to the prophecies themselves, arguing that a destiny they did not choose and cannot opt out of requires more robust due process than a ticket number.

The Fulfillment Verification Team is the Division unit that confirms when a prophecy has been fulfilled. Their job is to review the claimed fulfillment, compare it against the original prophecy text, and issue a Fulfillment Certificate or an Incomplete Fulfillment notice. They are the most unpopular unit in the Division because heroes generally believe their prophecy is fulfilled the moment the dramatic climax occurs and are not prepared for a three-week review period.

4. Unique Mechanic: Interpretation Queue

Track each case’s Queue Position from 12 (just filed) to 1 (final resolution pending).

Advancing in Queue (Position -1 each):

  • Gather corroborating evidence that supports a specific interpretation
  • Secure oracle confirmation of an ambiguous clause
  • Resolve a subsidiary contradiction that was blocking the main interpretation
  • Demonstrate partial fulfillment that narrows the remaining interpretation

Regressing in Queue (Position +1 each):

  • New contradictory evidence arrives
  • Oracle issues an addendum that changes the interpretation
  • A second prophecy about the same subject arrives from a different source
  • The Division’s gods issue a clarifying addendum that makes things worse

At Position 1: The case is submitted for Final Resolution Review. This can result in Certified Fulfillment, Incomplete Fulfillment, Expired Prophecy, or Ambiguous Outcome. Ambiguous Outcome means the case is archived without resolution, which neither the Division nor the recipient finds satisfying but which the Archive statistics suggest is increasingly common.

5. Character Archetypes

The Interpretation Specialist

You have been interpreting prophecies for nine years. You are excellent at it. You are also very aware that the “Ambiguous Outcome” rate in your case history is 12%, which is slightly above the Division average but which represents four dozen prophecies that you were unable to resolve satisfactorily. You have started keeping a private file on cases you believe represent patterns that the Division’s interpretation framework does not currently address, because you think the rising Ambiguous Outcome rate means something, and you think what it means is that the divine sources are becoming less specific, not that the Division’s interpretation quality is declining.

The Network has been hinting at something about the rising Ambiguous Outcome rate that it will not state directly, in the specific way that oracle communication is never direct, and you are assembling the hints into a theory that, if correct, will require the Division to fundamentally rethink its operating framework.

6. Starter Scenario and Why It Matters

The Contradiction: Two active prophecies, filed by different recipients from different oracles, appear to describe the same event with mutually exclusive outcomes. Prophecy A says the heir of the Velden bloodline will prevent the Breaking of the Seventh Seal. Prophecy B says the Breaking of the Seventh Seal will be caused by the last act of the Velden bloodline. There is one living member of the Velden bloodline, who is currently at Queue Position 3 on Prophecy A and has not yet been informed that Prophecy B exists. Senior Unit Director Nora Pell has called an emergency case conference. The Oracle Liaison is trying to reach the Network for clarification. The Heroes’ Advocacy Group has been notified that their member’s case has a “complexity flag” and is asking for details. The characters must resolve the contradiction before the Velden heir takes any action that could fulfill either prophecy or both at once.

Why It Matters: The Prophecy Help Desk is about the specific comedy and genuine tragedy of fate administered through procedure. The Division exists because prophecy without interpretation support causes harm. The rising Ambiguous Outcome rate suggests that something about the relationship between fate and the people it is assigned to is changing. The setting asks whether destiny is something you support or something you question, and whether those two things are actually different.
