Three kilometers below the ocean surface, the Coral Sovereignty has existed for forty centuries: a civilization of aquatic peoples, deep-sea creatures given higher consciousness by a now-dormant magical event, and the ancient beings of the deep trench who predate all of them. The Sovereignty is a genuine political entity with courts, districts, a complex economy based on bioluminescent materials, and a history of wars, innovations, and cultural achievements that surface-worlders have never heard of. The players are agents of the Sovereignty's Intelligence Bureau, navigating the political geography of the deep ocean: managing relationships between the shallow-reef provinces, the mid-water kingdoms, the abyssal trench territories, and the constant threat from the Pressure Front -- an expanding zone of supernatural stillness that is consuming ocean territory and through which nothing alive returns.

High-Concept Pitch: The most complex political entity in the world has never been seen by surface-worlders, and it wants to keep it that way.
The Coral Sovereignty is a genuine civilization: forty centuries of history, multiple founding peoples, a legal tradition, an artistic culture, and political complexity that matches any surface-world empire. It exists in the world’s oceans at depths surface technology cannot reach, populated by aquatic beings who have developed civilization completely independently of any surface influence.
The setting is played seriously: this is not a whimsical mermaid fantasy but a detailed political entity with real stakes. The Intelligence Bureau operates in a world where depth is the primary geographic variable, where different biological capabilities determine political power, and where the Pressure Front represents an existential threat whose nature is unknown.
Tone: Political thriller meets deep-sea wonder. The ocean’s actual geography (bioluminescent zones, thermoclines, abyssal plains) structures the setting. The politics are recognizable in structure if not in content.

2. The Sovereignty’s Political Geography
The Reef Provinces
The shallow-water territories (0-200 meters) that provide the Sovereignty with the richest biological diversity, the most productive food systems, and the most accessible surface-interface points. The reef provinces are the Sovereignty’s economic engine and its most politically volatile region — shallow enough to be affected by surface activities, complex enough to have their own political factions.
The Mid-Water Kingdoms
The twilight zone (200-1000 meters) where light fades and the biology becomes more alien. The mid-water kingdoms are the Sovereignty’s military heartland: the beings who live here are built for pressure and speed, and the mid-water is where the Sovereignty projects power. Mid-water politics are dominated by the three oldest families, whose alliances and feuds have structured Sovereignty history.
The Abyssal Territories
The deep ocean (1000+ meters to the abyssal plain): the Sovereignty’s most ancient territories, governed by beings whose relationship to the shallower provinces is largely ceremonial but whose actual power — geological, magical, historical — is enormous. The Abyssal Council meets once per century. Their decisions are effectively final.
The Trench Communities
Beyond the abyssal plain, in the deepest ocean trenches: beings who were here before the Sovereignty, who joined it on their own terms, and who maintain a parallel governance that intersects with Sovereignty law in complex ways. Their knowledge of the ocean’s deep history is unmatched and they share it selectively.

3. The Pressure Front
An expanding zone of supernatural stillness that began in the abyssal territories three decades ago and has been growing at measurable speed since. Within the Front:
- Water movement ceases entirely
- Biological activity stops
- Light, including bioluminescence, goes dark
- Anything that enters does not return
The Intelligence Bureau’s primary current mission is determining the Pressure Front’s nature, origin, and whether it can be stopped. Everything they’ve learned suggests it can be, but the solution requires going into it.

4. Adventure Seeds

The Pressure Front Survey: The Bureau has developed a theoretical method for surviving brief entry into the Pressure Front. The players are the first team to test it. What they find inside is not what the theories predicted. Getting out requires improvising with the information the theories didn’t have.

The Reef Province Succession Crisis: The governor of the most strategically important reef province has died without a designated successor. Three candidates have emerged, each backed by different Sovereignty factions. The succession negotiation has a deadline because the province’s governance cannot be suspended. The Bureau must ensure an outcome that preserves Sovereignty stability.

The Surface Contact: A surface-worlder has made contact with the Sovereignty — not for the first time, but for the first time with a surface worlder who has information about the Pressure Front. They have a theory about its origin that does not match any Sovereignty model. The contact must be assessed, the information verified, and a decision made about what the Sovereignty reveals to the surface world in exchange for what it learns.

The Old Compact: The Trench Communities hold ancient records that predate the Sovereignty’s founding. Those records contain information about a geological event that the Pressure Front is beginning to repeat. Accessing the records requires the Trench Communities’ cooperation. Getting that cooperation requires the Bureau to acknowledge something the Sovereignty has long denied about its founding.

The Mid-Water Disappearance: Intelligence officers from the Bureau have been disappearing in the mid-water kingdoms at an irregular but increasing rate. The mid-water families deny knowledge. The disappearances are connected to the Pressure Front investigation but the connection is not direct. Following it requires operating in the most politically complex region of the Sovereignty while being identified as people who know something someone doesn’t want known.
