The Null Zone: Anti-Magic State
Suppression Technology, Mage Registries, and the Underground Cast
The Null Zone's government solved its magic problem the way governments solve most problems that frighten them: it built a system to contain it. The Anti-Magic Enforcement Authority operates null-field generators on every public street corner, null-collar devices are mandatory for registered mages, and the Mage Registry is the most surveilled population in the country. Registered mages can practice in licensed facilities with permits. Unregistered mages - those who developed magic without reporting it, or those who refused registration - are criminals. The AMEA's null-field emitters can incapacitate most mages within range. The problem: the null-field technology was designed to suppress specific frequency classes of magic. Mages who have developed less common forms of magic are not fully suppressed by the current generation of emitters. The AMEA knows this and has been keeping the discovery quiet while developing the next generation. Some of those partially-suppressed mages have also figured it out.

1. Setting Overview
The Null Zone’s registration system was designed around fear, not malice - the early magical accidents that prompted the legislation killed people, and the public supported aggressive containment. Forty years later, the system has become what containment systems become: not a temporary measure but a permanent power structure.
Registered mages live restricted lives that are technically legal and practically supervised. They can work in licensed facilities, practice at home with permit, and carry their null collars as proof of compliance. They cannot enter most public buildings with magic active. They cannot leave the country without AMEA authorization. They cannot change their listed magic type without a 6-month review process.
The Generation 2 emitter development is the current crisis: if it is deployed, the partial-resistance loophole that some mages have been quietly using to maintain more normal lives will close. The AMEA wants to deploy it before the mage community knows it is coming.
Tone: Political thriller with civil rights stakes. The characters are caught between a state that sees their existence as a problem to manage and a community trying to survive that management.
2. The Registry System
The AMEA employs approximately 3,000 enforcement officers, 200 null-field engineers, and a small technical research division currently working on Generation 2 emitters. The enforcement culture varies: some officers genuinely believe in the registration mission; others are bureaucrats processing paperwork; a few are specifically hostile to mages.
The Underground Cast is the network of unregistered mages and their allies. Not a violent organization - most of its activity is logistics (finding safe housing for unregistered mages, forging documentation, mapping null-field coverage gaps) rather than resistance. Has been operating for 25 years without a catastrophic breach.
The Mage Advocacy Council is the legal organization arguing for registration reform. Works within the system. Has achieved minor improvements. Has not achieved the fundamental changes it is nominally pursuing.
3. Factions
The AMEA - The enforcement authority. Not monolithic: divided between mission-focused officers and those who are increasingly uncomfortable with Generation 2’s implications.
The Underground Cast - A primarily defensive network. The Generation 2 deployment timeline has prompted internal debate about whether defensive logistics is still the right strategy.
The Partial-Resistance Community - Mages who have discovered their null resistance without reporting it. Not organized, not political - just people who have more freedom than the registry allows and are trying to keep it.
4. Unique Mechanic
Null Field Resistance (1-3):
- Base null field: difficulty 2 for all magic.
- Null collar (registered): difficulty 4 outside licensed facilities.
- Null Resistance reduces base difficulty by Resistance rating.
- Unregistered mages: difficulty 3 (no collar, but active search protocols).
- Null Resistance: free-action detection of null field presence and strength.
- Gen 2 emitters: close the Resistance loophole entirely.
5. Character Archetypes
The AMEA Technical Researcher
Part of the Generation 2 development team. Has seen the deployment timeline and the decision to not announce it before deployment. Is not sure this is ethical. Also is not sure what happens to her if she says so.

The Partial-Resistant Mage
Registered as a minor elemental (fire affinity, controlled expression). Has recently discovered a null resistance she has not reported. Her resistance covers her actual magic type, which is not on her registry form. Has been living normally for eight months. Generation 2 ends that.

6. Starter Scenario
The Deployment Window: The Underground Cast has received intelligence that Generation 2 emitter deployment is scheduled for 30 days from now, city-wide, rolling activation across districts. The Partial-Resistance Community has no warning. The Underground Cast has 30 days to contact every mage they know with partial resistance, provide them options, and do so without triggering AMEA search protocols that their movements will eventually cause. The AMEA technical researcher has left a message for the Cast’s legal contact saying she has documentation she wants to share but does not know how.
