The Accord of Minds: Consent and Compulsion
Enchantment Broadcasting, Mental Compliance, and the Resistance That Has to Think Quietly
The Accord of Minds began as a mental-health initiative: enchantment mages broadcasting low-level calm and social-cooperation signals across the city reduced violent crime by 70% in the first year. The government funded expansion. Now the Broadcast Towers cover every district, and the compliance signal has been tuned for decades. Citizens are calm, cooperative, and unlikely to organize against policies they disagree with. They technically agree with everything the city decides, because the city decides their baseline emotional state. The Accord calls this social harmony. The Untuned - people with natural enchantment resistance or access to signal-blocking equipment - call it something else. They are the only people in the city capable of genuine disagreement. They are also outnumbered 400 to 1.

1. Setting Overview
The Accord is not malevolent by design. The original architects genuinely believed that reducing baseline anxiety and social friction would produce better outcomes for everyone. They were right about that specific claim. The city’s healthcare costs dropped. Productivity rose. People reported feeling better.
What they did not design for: the signal was not tuned once and left alone. Each administration has adjusted it slightly - more compliance here, less political agitation there, a touch more consumption-friendliness in this quarter. The adjustments are small enough that none is the moment you would point to and say “this is when it went wrong.” Together they have produced a population that agrees with everything and cannot quite recall why they would want to disagree.
Tone: Quiet horror. Everyone is very pleasant. Nothing feels wrong to anyone experiencing it. The Untuned have the difficult task of caring about a population that is incapable of caring about itself.
2. The Signal and the Untuned
Broadcast Towers are operated by the Ministry of Wellness. Tower operators are trained enchanters who monitor signal strength and population response. Most of them are themselves highly Tuned and find the work deeply satisfying.
The Untuned range from natural resistants (rare genetic trait) to people who obtained illegal signal blockers. They are not a united movement - most are simply trying to live in a city where everyone else finds their normal reactions strange and alarming.
The Deep Resistance is a small network of Untuned who believe the signal can be disrupted city-wide and that the disruption would show the population what they have been experiencing. They disagree about whether this is ethical - forcing the population into Untuned awareness without warning is not obviously kinder than leaving them Tuned.
3. Factions
The Ministry of Wellness - Administers the signal. Employs roughly 2,000 enchanters. Monitors population metrics continuously.
The Untuned Network - Informal mutual aid between resistant individuals. No central leadership. Several competing plans for what to do, if anything.
The Signal Architects - The original designers’ descendants, now a technical consulting firm. Have full documentation of every signal adjustment made since founding. Have not decided what to do with this.
4. Unique Mechanic
Tuning 1-6:
- 6: Cannot oppose Accord norms without Mind roll (difficulty 3).
- 3-5: Compliant but capable of private disagreement with effort.
- 1-2: Fully resistant; detected as anomalous by Accord sensors.
Shift methods: Signal Blockers -2 (illegal). Active resistance -1 per session. Accord Booster +2 (officers can deploy on resistants).
5. Character Archetypes
The Natural Resistant
Has been Untuned since birth without knowing it. Recently realized that what they thought was their own personality is actually the absence of a signal everyone else experiences. Currently re-evaluating everything they thought they knew about themselves.

The Defected Tower Operator
Former Ministry enchanter who reduced her own Tuning over two years via deliberate self-block exposure. Has full technical knowledge of the signal infrastructure. Cannot tell anyone she trusted before now, because they are all Tuned.

6. Starter Scenario
The Gap: A Broadcast Tower in the Westside district went offline for six hours during maintenance. A population of 80,000 people experienced those six hours without the signal. Most of them do not consciously remember that anything was different. But the Ministry’s own metrics show an unusual spike in informal social gatherings, unsanctioned political conversations, and three incidents of public crying that the incident reports cannot explain. A Ministry officer wants to understand what happened in those six hours before the next maintenance window.
