The Umbral Web: Shadow Transit City

Shadow Infrastructure, the Dark Toll, and the Crime Boss of Everywhere

Shadow transit replaced surface transit in most major Umbral Web cities by 2140: every shadow of sufficient size is a potential doorway into the Dark Between, a navigable shadow-space connecting all shadows simultaneously. Licensed Shadow Guides operate transit hubs inside the Dark Between, routing commuters between district exits. The transit authority charges fares, maintains the route infrastructure, and employs Shadow Guides at competitive wages. It also does not control who else operates in the Dark Between. The Umbral Syndicate - the organized crime network that predates shadow transit by 20 years - runs the Dark Between's parallel economy: unlicensed toll corridors, shadow-ware markets, and the most effective criminal logistics network in the world. Anything can be moved through shadow if you know the right passages and pay the right people. The Syndicate's current boss is known only as the Weave. Nobody knows who the Weave is. Everybody uses the Weave's corridors.

Core Mechanic: Shadow Navigation: Characters with Shadow Walker training can enter the Dark Between through any shadow larger than a human body. Inside the Dark Between, navigation requires a Finesse roll (difficulty 1) to reach a known exit, or (difficulty 3) to reach an unfamiliar one. On a failure, the character exits at an unintended location in the same general area. In combat, Shadow Walkers can spend 1 Finesse action to step into a nearby shadow and exit from any other shadow within 30 meters - this counts as their movement for the scene but cannot be intercepted. The Dark Between is not empty: Syndicate toll-keepers, lost travelers, and older shadow-entities make it a populated space.

1. Setting Overview

The Umbral Web is a city that made shadow part of its infrastructure and then could not fully control what moved through that infrastructure. The transit authority is legitimate, regulated, and genuinely useful. It is also slower, more expensive, and less flexible than the Syndicate’s parallel network.

The Syndicate did not start in shadow transit. It ran conventional crime - distribution, protection, logistics - and recognized that shadow corridors were better logistics infrastructure than anything the city had previously offered. They built their own route network, trained their own Shadow Guides, and established toll points that are enforced with the casual efficiency of people who know the territory better than the city does.

The Weave is either one person or many, operating under a single name. Current Syndicate-watchers believe the Weave is a Shadow Walker of unusual ability - someone who has been in the Dark Between long enough to have developed a relationship with it that ordinary Guides do not achieve.

Tone: Noir with supernatural geography. The city is layered: surface, regulated shadow, Syndicate shadow. The deeper you go, the more the normal rules bend.

2. The Shadow Economy

Licensed Guides work the official transit routes, paid hourly, with equipment provided. Professional, competent, and not permitted to deviate from designated corridors. The transit authority knows exactly where every Licensed Guide is at all times.

Syndicate Toll-Keepers manage the Syndicate’s shadow corridors. They know the unofficial routes, know what moves through them, and report to Syndicate structure above them. They are the Dark Between’s local government.

The Lost are people who entered the Dark Between and cannot find their way out. Some entered through unlicensed access points. Some were abandoned by unlicensed guides. Some entered deep passages looking for something and found it too far in to return easily. The transit authority has a rescue protocol. The Syndicate has a different approach.

3. Factions

The Shadow Transit Authority - Legitimate, city-contracted, underfunded relative to the Syndicate’s infrastructure.

The Umbral Syndicate - Organized crime operating the parallel shadow economy. Not purely violent - prefers stable corridors over conflict. Has a code. The code is enforced.

The Deep Walkers - Independent Shadow Walkers who operate in the very deep passages where neither the Authority nor the Syndicate fully controls. Know things about the Dark Between that neither organization acknowledges.

4. Unique Mechanic

Shadow Navigation:

  • Known exit: Finesse difficulty 1.
  • Unknown exit in same area: Finesse difficulty 3. Failure: unintended adjacent location.
  • Combat movement: step into a shadow, exit from any shadow within 30m. Uses full movement.
  • The Dark Between is populated and has its own dynamics.

5. Character Archetypes

The Licensed Guide

Six-year veteran of the transit authority’s eastern routes. Knows every approved corridor. Also knows three unapproved corridors the Authority has no documentation for and has never reported. Has been using them in emergencies. They connect to Syndicate space.

  • Drive: “Figure out whether to report the unauthorized corridors before someone uses them to embarrass the authority or before someone uses them to move something terrible.”

The Syndicate Auditor

Middle management in the Syndicate, responsible for ensuring corridor fees are collected and reported accurately. Has found a financial discrepancy suggesting someone in the Syndicate is running a corridor off the books, without the Weave’s knowledge. This is the kind of thing people disappear for.

  • Drive: “Determine if the discrepancy is theft or the Weave testing loyalty before deciding what to do about it.”
  • Approach Distribution: Force 2 | Finesse 2 | Mind 3 | Presence 1

6. Starter Scenario

The Unopened Passage: A new shadow corridor has appeared in the Dark Between - not mapped by the Authority, not claimed by the Syndicate, and not following the geometry of known passages. The few people who have entered it have not returned. The Syndicate wants it mapped (and taxed). The Authority wants it closed. A Deep Walker says it is not a new passage. It is an old one, and something has unblocked it from the other side.
