Storm Core: The Evocation Economy
Weather Farming, Elemental Labor, and the Storm Workers' Union
When coal and petroleum ran out in 2089, the Evocation Solution replaced them: trained elementalists harvesting raw magical energy from manufactured weather events - lightning storms, firestorms, pressure differentials - to power civilization. Storm Farms cover the mountain ranges east of every major city, maintained by a rotating workforce of evocation specialists who ride storm platforms into manufactured megastorms and direct their energy into collection arrays. The work kills people regularly. The pay is excellent. The Storm Workers' Union has more members than any other labor organization and has shut down entire cities in six major strikes over the past 30 years. A new class of automated evocation array - which needs no human operators - has just been announced by the Evocation Consortium. The Union has called an emergency session.

1. Setting Overview
Storm Core civilizations are powered by drama. Every city’s lights depend on manufactured storms being successfully harvested by people riding platforms into the most dangerous weather conditions on the planet. The workers know this gives them leverage. They have used it.
The Storm Workers’ Union is the most powerful labor organization in the world not because its members are particularly politically sophisticated, but because when they strike, the lights go out. City governments negotiate with the Union the way they negotiate with weather: seriously, respectfully, aware that the thing they are negotiating with does not actually care about their preferences.
The automated array announcement changes that calculus.
Tone: Industrial labor drama with spectacular working conditions. The political conflict is familiar - automation vs. workers - set in a context where the stakes are physically enormous and the workers can cause power outages that last weeks.
2. The Storm Economy
Storm Platforms are man-made structures that ride manufactured weather events, anchored by evocation specialists who keep them stable enough for energy collection arrays to function. Operating a platform requires constant active attention. A moment of inattention at Storm Attunement 3 is survivable. At Storm Attunement 1, it is not.
The Evocation Consortium runs the storm farms and employs the workers. It also funds the research that produced the automated array and has been aware of the automation timeline for six years without telling the Union.
The Automated Array can theoretically harvest a storm event without human operators. It is currently 80% reliable. The Consortium considers 80% reliable acceptable. Storm workers consider anything below 99.9% unacceptable, because below 99.9% means more Gale-7 incidents.
3. Factions
The Storm Workers’ Union - The principal labor power. Currently calling an emergency session on automation. Internal debate between strike-now and negotiate-first factions.
The Evocation Consortium - The employer. Currently hoping the automation announcement catches the Union off-guard enough to delay a meaningful response.
Independent Storm Riders - Non-Union specialists who work freelance, mostly for emergency storm events. Complicated relationship with the Union (they undercut rates; the Union saved them twice when their employers abandoned them in dangerous conditions).
4. Unique Mechanic
Storm Attunement (1-6) + Charge Pool (Attunement x2): In a storm event: spend 1 Charge for +1d6 per Attunement to Force or energy actions. Outside a storm: sense manufactured or natural storms within 10 km, know composition. Charge fully restores between storm events.

20 years on storm platforms. Attunement 5. Has survived three events that killed colleagues. Was on the preliminary automation test team before resigning when she realized what the data would be used for.

6. Starter Scenario
The Category 5 Test: The Consortium has scheduled a live demonstration of the automated array in a Category 5 manufactured storm. The Union has called a work stoppage for the same day. The demonstration site is staffed by automation-only. The Category 5 parameters are outside the test dataset. The emergency response protocol for a failed automated harvest requires human operators - who are on strike. The storm is already being manufactured. It cannot be un-manufactured.
