Resonance City: Sound as Infrastructure
Sonomancy, Architectural Frequencies, and the Cartel of Silence
Resonance City was built by sound. The architectural tradition of Sonomancy uses precise frequency combinations to shape stone, bond materials, and maintain structural integrity through sustained tonal fields. Every building in Resonance City is held together partly by an active sound frequency embedded in its walls, inaudible but constantly present. The city's musicians are its engineers. The Resonance Authority maintains the civic frequency network - the combined tonal field that keeps public infrastructure stable. The Cartel of Silence - a criminal organization that discovered early that disrupting the civic frequency could selectively destabilize buildings - controls the city's extortion economy: pay the protection rate, your building's frequency stays stable; do not pay, and your walls develop interesting structural opinions. The Cartel has recently targeted a residential district, and the Authority's response has been slow.

1. Setting Overview
Resonance City’s architecture is alive, in a technical sense. The materials that make up each building are bonded not only by physical construction but by maintained sonic fields. An experienced sonomancer can tell the health of a building by listening to it. An experienced criminal organization can tell the value of a building by calculating what it would cost the owner to lose it.
The Cartel of Silence found the vulnerability decades ago and built a business on it. Their sonomancers do not need to collapse buildings - they only need to degrade the frequency enough that the building becomes visibly unstable, which is enough to create the negotiation the Cartel wants. The fee is presented as insurance.
The Resonance Authority is nominally responsible for civic frequency maintenance, structural integrity enforcement, and Cartel interdiction. It has been slow in the residential district because the residential district is not the commercial core, and Authority resources follow commercial priority.
Tone: Crime thriller with an unusual stakes structure - the threat is always to buildings full of people, and the protagonists are always working against a countdown.
2. The Sonic Economy
Licensed Sonomancers work in construction, maintenance, and the Resonance Authority. Their training requires 5 years and significant aptitude testing. Most work for construction firms. The best work for the Authority or for the Cartel (the Cartel pays better).
The Cartel of Silence employs a workforce of approximately 80 sonomancers across the city. Disruption teams work in pairs: one to degrade the frequency, one to approach the building owner with the protection offer.
The Civic Orchestra - the Authority’s most senior sonomancers, who maintain the city’s master frequency network. If the Civic Orchestra stops playing, the oldest buildings (which depend most on the maintained fields) would begin to fail within days. The Cartel has been documenting the Orchestra’s schedule.
3. Factions
The Resonance Authority - City infrastructure agency. Underfunded, politically cautious, and currently explaining to the residential district why it is taking so long to address Cartel activity there.
The Cartel of Silence - Sophisticated criminal organization. Not gratuitously violent - violence is bad for business. Prefer intimidation, degradation, and negotiation.
The Independent Sonomancers - Freelance practitioners who do not work for the Authority or the Cartel. Several have been providing pro bono frequency maintenance to residential buildings under Cartel pressure.

- Maintenance: 1 Mind action/scene. Profiles 1-4: automatic. Profiles 5-6: Mind roll difficulty 2.
- Disruption: 1 Mind action, difficulty 2. Degrades Profile by 1.

- Profile 0: catastrophic failure in 1d6 scenes.
- Emergency Reconstruction: difficulty 4 Mind roll. Buys 2 scenes before failure.
5. Character Archetypes
The Civic Orchestra Sonomancer
Maintains the city’s eastern frequency network. Has noticed something in the Cartel’s disruption pattern: they are not targeting random buildings. They are targeting specific load-bearing nodes in the civic frequency network, not just individual buildings. If they take the right three nodes, the master network loses integrity.

The Residential District Advocate
Lives in the district under Cartel pressure. Not a sonomancer. Has organized 40 residents to pool resources for an independent sonomancer’s maintenance fees. Is two weeks from not being able to afford that anymore.

6. Starter Scenario
The Three-Node Pattern: The sonomancer has mapped the Cartel’s recent disruptions and found the pattern: three specific civic network nodes are being targeted in sequence. If all three are degraded simultaneously, an analysis of the city’s frequency architecture suggests a cascade failure affecting 40 blocks of the oldest district. The Cartel’s third target is the Hall of Records building. The disruption team is likely moving tonight. The Authority’s rapid response unit is three hours away.
