The Quiet Network: Telepathy and the End of Privacy
The Mental Internet, Thought Crimes, and the Unlinked
The Quiet Network is what replaced the internet in 2112. Rather than electronic communication, citizens are linked through a maintained telepathic mesh - thoughts, memories, and sensory data shared across the Network at will, with filtering and privacy controls provided by licensed Thought-Managers. The Network is faster, more intuitive, and more personal than any digital system. It is also monitored by the Network Authority for thoughts classified as threatening, criminal, or seditious. Network filtering is not perfect: leaks happen, private thoughts become public, and thought-hackers - Breakers - crack filtering to access unguarded memories. The Unlinked are citizens who have refused or been denied Network access. In a world where commerce, communication, and social life run through the Network, the Unlinked are functionally invisible - and functionally free of surveillance.

1. Setting Overview
The Quiet Network is quiet because nobody speaks aloud much anymore. Surface Thoughts carry intention well enough for most interactions. Deep Thought sharing has replaced intimate communication. People who grew up on the Network find verbal conversation slow, imprecise, and slightly unsettling - there is no emotional undertone, no involuntary Surface Thought leaking context.
The Authority monitoring is not constant human surveillance. It is algorithmic: thought-patterns matching certain threat categories trigger a flag, which goes to a human reviewer. The reviewers are overworked, make errors, and have their own political biases. The algorithm was trained on data that was not neutral. These facts are known and have been addressed by three different reform commissions, none of which changed the algorithm.
Tone: The familiar made strange. The Network feels intimate and natural to its users, which is the point. The horror is in what intimacy costs when it is also infrastructure.
2. The Network Ecosystem
Thought-Managers are licensed professionals who maintain individual filtering profiles - the settings that control what you broadcast and what you receive. Good Thought-Managers charge premium rates. Default filtering is widely considered inadequate. The poor use default filtering.
Breakers are illegal access specialists. They work two markets: commercial (corporations pay for competitor intelligence, extracted via Breaker intrusion into employee memories) and criminal (blackmail, identity theft, memory fabrication). A skilled Breaker is the most dangerous person in the city in terms of what they can obtain.
The Unlinked are a mixed population: ideological refusers, people with neurological incompatibilities, people whose access was revoked as punishment. They communicate verbally, use pre-Network commerce systems, and are the only citizens the Network Authority cannot monitor passively.
3. Factions
The Network Authority - The regulatory and monitoring body. Genuinely believes the Network is a public good. Also genuinely uses it for political advantage, which no one on the inside acknowledges.
The Breakers’ Market - Not an organization, but a loose economy. Breakers do not organize. They compete. Occasionally cooperate.
The Unlinked Community - Mutual aid network for people outside the Network. Has developed significant expertise in pre-Network systems. Increasingly a destination for people who want to disappear from the Authority’s sight.
4. Unique Mechanic
Link Strength (1-6): Surface Thoughts: free, automatic. Deep Thoughts: Finesse roll to control broadcast depth; failure = over-share. Breaker access: Link Strength reduces difficulty of unauthorized Deep Thought access. Unlinked: no Link Strength, no monitoring, no Network services.
5. Character Archetypes
The Thought-Manager
Maintains filtering profiles for 200 clients. Recently noticed that one client’s profile has been modified from outside - by someone with Authority-level access - to make certain political memories more likely to leak to their employer.

The Voluntary Unlinked
Disconnected from the Network three years ago after a Breaker intrusion exposed her political work to her employer. Now operates entirely in pre-Network systems. The Unlinked Community considers her one of their most capable logisticians.

6. Starter Scenario
The Memory Fabrication: A Network Authority officer has been arrested based on flagged thought-content. The flagged memories show him planning a series of Network attacks. The problem: his Thought-Manager has evidence that the memories were implanted - the emotional architecture does not match the officer’s established psychological profile. If the memories are fabricated, someone with Authority-level Network access created them. The characters need to prove fabrication before the officer is convicted on thought-evidence, and identify who inside the Authority has both the access and the motive.
