The Lux Directorate: Light as Power
Photomantic Surveillance, the Mirror Network, and the Darkness Resistance
The Lux Directorate operates the world's most efficient data and surveillance network - because it runs on light. Every reflective surface in the city is a potential node in the Mirror Network: windows, polished metal, water, even the backs of eyes. Photomancers trained by the Directorate can access any Mirror Network node within their range, extracting visual data in real time. The Network was built during a security emergency and has never been shut down. It is now the foundation of the Directorate's political and commercial power. Corporations pay for priority data access. Governments pay for population monitoring. Individual citizens can apply for Mirror Privacy Designations that render their personal space partially opaque to the Network - the fee is substantial, the paperwork is 40 pages, and the application takes 8 months. The Darkness Resistance works in light-dark rooms, wears matte surfaces, and moves through the city's underground where reflections are minimal. They have built something the Directorate considers impossible: a communications network that runs on sound rather than light.

1. Setting Overview
The Lux Directorate is the state’s most efficient arm because light moves fast and is everywhere. The Mirror Network’s coverage is not total - deep underground spaces, purpose-built matte rooms, and natural environments with no reflective surfaces are outside it - but the city above ground is effectively fully monitored. Not constantly observed: the Directorate does not have enough photomancers to watch every node continuously. But everything is recorded, and anything can be reviewed.
The political power this creates is subtle and pervasive. The Directorate knows which legislators meet which lobbyists. It knows who attends which political meetings. It knows what conversations happen in reflective offices. This information is not used in courts. It does not need to be.
The Darkness Resistance builds its communications network on sound because the Directorate’s photomancers have no access to sound recordings. This is a technical gap in the surveillance architecture that the Directorate is aware of and has not been able to close without building a separate audio surveillance system, which would require legislation it does not currently have.
Tone: Thriller about surveillance’s hidden architectures. The Directorate is powerful but specific in what it can and cannot do. The resistance found the gap. The question is whether they can hold it.
2. The Light Economy
Mirror Network Photomancers are the Directorate’s core workforce. Trained for 3 years, assigned to geographic coverage zones, and rotated regularly to prevent familiarity with specific subjects. They do not personally surveil citizens continuously - they review flagged nodes and run specific searches when required.
The Darkness Resistance communicates through a sound-based network built by former recording engineers. Their communications are private because the Directorate cannot legally build an audio network without legislation. They are currently 12 people running a communications system for approximately 400 active members.
The Mirror Privacy Consultants are a growing industry of lawyers, architects, and photomantic engineers who help wealthy clients navigate Mirror Privacy Designation applications and design genuinely opaque personal spaces. Their clients include Directorate leadership.
3. Factions
The Lux Directorate - The surveillance authority. Internally divided between operations (who want more access) and legal counsel (who want defensible authority for what they already have).
The Darkness Resistance - 400 members, 12 core communications operators. Currently in contact with a photomancer inside the Directorate who wants to provide internal documentation.
The Legislative Reform Caucus - Politicians attempting to put Mirror Network access on a legal footing that includes oversight. The Directorate has been watching their meetings for three years.
4. Unique Mechanic
Mirror Attunement (1-6):
- 3: Access any reflective surface within 50m in real time.
- 5: Access stored reflections up to 48 hours old within range.
- 6: Reflection fingerprinting (identify individuals through brief reflections).
- Shadow Status: non-reflective environment. Detection difficulty 3 for photomancers.
5. Character Archetypes
The Directorate Photomancer
Mirror Attunement 5. Has been assigned to review flagged nodes in the legislative district for three years. Has compiled something she cannot submit as a report: evidence that the Directorate’s review request logs have been falsified - someone is conducting off-book surveillance with no flagged-node justification, against people whose Mirror Privacy Designations should restrict the Directorate’s access.

The Resistance Communications Operator
Runs one of the 12 sound-network nodes for the Darkness Resistance. Has been contacted by the Directorate photomancer through a mutual contact. Needs to assess whether this is a genuine offer of evidence or a Directorate penetration attempt, and do so without bringing the photomancer into the sound network until that question is answered.

6. Starter Scenario
The Off-Book Nodes: The photomancer has given the characters three specific Mirror Network node addresses - locations that are listed as inactive in the Directorate’s official logs but that she can confirm are actively transmitting data to an unregistered storage address. Two of the nodes are in spaces with Mirror Privacy Designations. Access to those nodes is legally prohibited without specific warrant. Someone with high enough Directorate access is pulling data from protected spaces and storing it outside the official system. The characters need to trace where the data is going and who has access to the storage address, using only information that can be introduced in a legal proceeding - which means they cannot use any Mirror Network data in the process.
