The Fractured Clock: Temporal Capitalism
Time as Currency, Chronomantic Debt, and the Collectors
The Chrono-Accord of 2055 established legal time as a commodity. Chronomancers can extend or compress experienced time for willing subjects. A wealthy client can purchase an extra decade of healthy, active experienced time. A desperate debtor can sell years of their life-experience to cover financial obligations. The Time Banks operate like payday lenders: high interest, aggressive collections, and a client base that is overwhelmingly poor. A citizen who defaults on a time-loan does not lose their future. They experience it in compressed form - four years of life compressed into eight months of subjective time, a nightmare of blurred experience. The collectors who manage time-debt repossession are the most feared professionals in the city. The Fractured Clock Resistance argues that selling time is selling life itself. The Time Banks argue that the distinction is theological and not their concern.

1. Setting Overview
The Fractured Clock treats time - experienced, subjective, personal time - as a resource to be allocated by market forces. This is philosophically coherent and practically monstrous.
The wealthy buy extra time. They experience more of their lives, at full quality, paid for by the sale of other people’s compressed time. The poor, when they need capital, have one asset the Time Banks will always purchase: the future. Not death - the Time Banks are not in the murder business. The client lives through the compressed period. They simply experience it wrong: fast, blurred, exhausting.
The collectors work the grey zone. Time compression is enforced by chronomancers, who are paid very well to not think about what they are doing in human terms.
Tone: Financial horror with a personal scale. The economic system is the monster, but it is made of individual choices.
2. The Time Economy
Time Banks are licensed lenders offering time-backed loans: cash now, time later. Rates vary by life-expectancy assessment, health, and market conditions. The Time Banks own the city’s chronomancer network and have lobbied successfully to make unlicensed time compression a serious crime.
Collectors are enforcement specialists. They do not harm clients - the contract requires willing participation for compression to be legal. They apply social, legal, and financial pressure until the client agrees to compression rather than face worse alternatives. This is legal. It is the entire business.
The Fractured Clock Resistance was named by a journalist, not by the members. It is less a resistance than a set of people trying to provide legal aid to clients who signed contracts they did not understand. They are overwhelmed.
3. Factions
The Time Banks Consortium - The banking alliance. Politically powerful, legally protected, and completely correct that their contracts are legal.
The Legal Aid Network - Lawyers and advocates fighting Time Bank collection practices on procedural grounds. Wins occasionally. Loses more often.
The Underground Chronomancers - Unlicensed time-workers who extend or normalize Flow Rates for debtors outside the Bank system. The Banks consider this theft. The underground considers it medicine.

- 1: Half-speed experience. -1d6 reactive actions. Conditions fade faster. Ages slowly.

- 6: Double-speed experience. Acts first in all scenes. Accumulates harm faster. Ages quickly.

5. Character Archetypes
The Time Collector
Enforces Time Bank contracts. Has done so for eight years. Currently assigned to a family whose matriarch signed a 10-year debt contract 15 years ago on behalf of her children. Her children are now adults who received the capital she borrowed and have built lives from it. She is the one who owes the time.

The Underground Chronomancer
Normalizes Flow Rates for debtors who have been placed in unauthorized compression by rogue collectors. Works illegally. Has not been caught because the Banks prefer not to acknowledge the unauthorized compressions that create her clients.

6. Starter Scenario
The Compressed Witness: A woman emerges from court-ordered compression and contacts the Legal Aid Network. During her compressed period, she witnessed - in blurred, accelerated form - what she believes was a Time Bank collector applying unauthorized compression to someone who had not yet defaulted. If she is right, it is the crime that could break the Banks’ legal protections. If she is wrong, she has just accused a licensed collector of a serious offense on the testimony of someone who experienced the event at twice normal speed. The characters need to verify her account before the Banks’ legal team requests her re-compression for additional debt she incurred during the compressed period.
