The Alchemical Republic: When Scarcity Ended
Transmutation Economics, Matter Conversion Rights, and the War Over What Things Are Worth
The Alchemical Republic solved material scarcity 60 years ago. Any matter can be converted to any other matter, given sufficient transmutation energy and a licensed alchemist. Stone becomes food becomes fuel becomes gold becomes medicine. The technology exists. The Republic controls it. Licensed conversion rates are set by the Conversion Authority - stone converts to food at a 10:1 mass ratio, waste to fuel at 15:1, and gold (specifically) requires a Royal Warrant. The rate schedule has been maintained with minor adjustments for 60 years. The rates are not based on the cost of the conversion process, which has gotten cheaper every decade. They are based on what the existing economic structure requires to remain intact. A collective of unlicensed alchemists in the outer districts has been converting freely at cost. The Republic calls this economic terrorism. The outer districts call it Tuesday.

1. Setting Overview
The Alchemical Republic demonstrates what happens when a technology that could eliminate scarcity meets an economy built on managing it. The technology works. The natural conversion ratios are efficient. People do not need to be hungry or lack materials. The Republic has not eliminated hunger. It has created a licensed system for converting materials at rates that make conversion affordable for the wealthy and technically accessible - at sacrifice - for the poor.
The outer districts, historically underserved, have the highest concentration of unlicensed alchemists. These are not people who trained in secret to undermine the state. They are people who needed food and had stone and learned that the conversion process is not actually complicated. The Republic’s response has been to treat unlicensed conversion as a serious crime, because the economics of licensed conversion depend on it remaining the only legal option.
Tone: Political drama that asks who benefits from maintaining artificial scarcity after the means to end it already exist.
2. The Conversion Economy
Licensed Alchemists are the highest-paid professionals in the Republic. Their licenses require 8 years of training, significant fees, and binding agreement to operate only at published Conversion Authority rates.
The Outer District Collective is an informal network of unlicensed alchemists who convert at natural ratios for their communities. Their members have been arrested, had licenses denied, and had equipment confiscated. They have not stopped, because their neighbors need food and have stone.
The Conversion Authority administers rates, licenses, and enforcement. Employs licensed alchemists, legal teams, and enforcement officers. Is funded by the spread between natural ratios and published rates.
3. Factions
The Conversion Authority - The economic regulator. Genuinely believes the rate system funds important services. Also employs people whose entire careers depend on the current system.
The Outer District Collective - Unlicensed alchemists doing practical work. Currently facing an Authority crackdown following a viral broadcast showing a member converting rubble to food in two minutes at no cost to the community.
The Parliamentary Reform Bloc - A small political faction arguing for rate reform. Has been arguing for 15 years. Has not gotten a vote to the floor.
4. Unique Mechanic
Natural Conversion Ratios (actual magical cost):

- Masterwork: 10:1, Mind roll difficulty 3
Authority Rates are 5-20x the natural cost. Licensed alchemists must charge Authority rates. Unlicensed conversion is a criminal offense.

Unlicensed, Outer District, converts at natural ratios for community members. Currently the subject of an Authority warrant after the broadcast. Has nowhere to go that is not already known to the Authority.

6. Starter Scenario
The Conversion Record: The Outer District Collective has obtained documentation - leaked from inside the Conversion Authority - showing the actual natural conversion ratios and the published rate markup calculations. This is the first time the internal figures have been publicly available. The Authority has filed emergency injunctions. The Collective needs to get the documentation to the Reform Bloc before the injunctions are served. The Authority’s enforcement team is already in the Outer District.
