The Fixer’s operation is built on a specific principle: the Rolodex holds value only as long as it holds relationships, and relationships hold only as long as obligations are balanced. The Fixer tracks every introduction, every favor, every debt in the network with the precision of a senior accountant, because the imbalance in any relationship is the thing most likely to destroy it.

The Fixer does not have a name in professional circles. “The Fixer” is the role. The person behind it is a private matter. This anonymity is the Fixer’s security: you cannot pressure someone you cannot identify, and you cannot investigate someone who leaves no direct trail.

Tone: Sophisticated urban crime drama focused on network management and character relationships. The tension comes from the Fixer’s position at the center of multiple competing interests, and the specific vulnerability that one unknown relationship inquiry has created.

Sensory Pillars:

1. Sight: The Fixer’s office: modest, in an unfashionable neighborhood, with no sign and no obvious business purpose. The Rolodex itself: a physical card file system that uses a specific personal coding system to track relationships, obligations, and status. Every card is handwritten. The code is known only to the Fixer.
2. Sound: The Fixer’s professional voice: calibrated to the conversation, neutral, and designed to reveal very little while gathering as much as possible. The phone calls: conducted through a relay system that adds two degrees of separation from any direct communication. The silence when the Fixer is thinking: often long, never uncomfortable.

The Legal Side includes three defense lawyers (different specializations), two civil attorneys who handle business arrangements for clients who cannot use standard legal channels, and one judge whose relationship with the Fixer is a mutual insurance arrangement that neither party discusses. Strain in this section of the network is currently at 3: one of the defense lawyers has been under bar association review, which makes them less available.

The Financial Side includes two accountants, one offshore financial specialist, and three legitimate businesspeople who provide money laundering services in exchange for business referrals that the Fixer generates through the network. Strain at 1: this section is currently healthy.

The Information Side includes four information brokers with different specializations, two Watch contacts who provide case intelligence for a fee, and a journalist whose relationship with the Fixer is the most complicated in the network. Strain at 4: the journalist has been asking questions that the Fixer needs to understand better.

The Operations Side includes various criminal operators who use the Fixer for neutral intermediary services. Strain at 2: routine.

The Hidden Contact is the one currently being asked about by an unknown party. Their card in the Rolodex is in a separate physical location from the main file. Their identity is not known to anyone in the Fixer’s network. They work in government.

3. Factions

The Fixer is the center. The Fixer’s primary obligation is to the network: keeping relationships healthy, managing obligations, and ensuring that the information and services that flow through the Rolodex remain reliable. The Hidden Contact inquiry is a direct threat to this: if someone knows the Hidden Contact exists and is asking about them, the Fixer needs to know who is asking and why before the network becomes aware of the vulnerability.

The Network Contacts are not a unified faction but a collection of relationships that each have their own interests. The journalist is the most active current concern: their inquiry pattern suggests they are investigating something adjacent to the Hidden Contact, which may mean they are close to identifying the connection or may mean the coincidence is genuine. Determining which requires approaching the journalist in a way that doesn’t confirm the connection they may be looking for.

The Unknown Inquirer is asking about the Hidden Contact through network channels that suggest they have some access to the Fixer’s operation’s outer layer. This access level means they are either a current or former client, or they have obtained information from a current or former client. The inquiry is delicate: someone is fishing, and the way the Fixer responds to the fishing will tell the inquirer whether they have found something.

The Hidden Contact is a government official whose relationship with the Fixer is legitimate in origin and professionally necessary for both parties. The relationship has produced significant mutual benefit over seven years. It is also the relationship that, if exposed, would create the most serious legal exposure for the Fixer and would end the official’s career. Neither party wants exposure. The inquiry is the first time in seven years that this relationship has been under any external pressure.

4. Unique Mechanic: Network Strain

Track each network section’s Strain Rating from 0 to 6.

Raising Strain (+1 each):

• A contact is called on for a significant favor outside their normal role
• Two contacts are introduced to each other (creates new obligation lines)
• A contact is placed under external investigation or pressure
• A mutual obligation is called in by a contact
• External attention falls on the Fixer’s network in a specific section

Lowering Strain (-1 each, minimum 0):

• A significant obligation is fulfilled for a contact
• A contact is successfully protected from external pressure
• A period of no demands on a specific section (rarely available during active operations)
• A new contact is added to a section (distributes the load; requires separate relationship investment)

At Strain 6: The relationship breaks. Type of break determined by the contact’s specific situation: a frightened contact goes silent, a principled contact may go public, a self-interested contact may turn hostile for their own protection.

Recovery: A broken relationship can sometimes be repaired with significant investment (fulfillment of multiple obligations), but a broken relationship in the Fixer’s network is always a vulnerability in the interim.

5. Character Archetypes

The Fixer

You have been managing this network for eleven years. You have eleven years of professional discipline: never using your actual name in network transactions, never meeting the same contact twice in the same location, and never allowing any two sections of the network to know about each other unless an introduction is specifically in both parties’ interest. The Hidden Contact is the only relationship in the Rolodex that could end both you and them, and someone is asking about it. You are going to identify who is asking, understand their purpose, and resolve the situation before it reaches anyone who would use the information. You have not panicked in eleven years and you are not going to start now.

You do not know about the Fixer. You are following the network backward from the official’s decisions, which means you are getting closer to the Fixer without knowing the Fixer exists. If someone in the Fixer’s network contacts you about your investigation, you will recognize it as a confirmation that you are on the right track, which is not what they want you to think.

You have not yet disclosed your conflict of interest. You are trying to determine whether the investigation will ever reach a point where disclosure is necessary, and whether you can manage it cleanly without it reaching that point.

6. Starter Scenario and Why It Matters

The Inquiry Chain: The source of the Hidden Contact inquiry has been traced by the Fixer to a specific information broker in the network’s Information Side, who received the inquiry from an unknown party and passed it along as routine market intelligence. The broker does not know who asked or why: they received the inquiry through an intermediary, which is normal market practice, and they passed it because the information asked about (whether a specific government official has “unofficial relationships”) is the kind of background check that is routine in criminal due diligence. The journalist’s investigation has been identified as adjacent but not the source of the inquiry. The actual source appears to be a new client who retained the network two months ago and whose use of the network’s services has been routine until now. The Fixer must determine who the new client is, why they are asking about the Hidden Contact, and what their ultimate purpose is, while managing a Network Strain that has just increased in the Information Side and a Watch contact who has flagged that a new investigation is touching network-adjacent territory.

Why It Matters: The Fixer’s Rolodex is about the specific intelligence and discipline required to maintain a position at the center of competing interests. The Fixer’s value is in knowing everyone and being known by no one: information asymmetry as professional protection. The Hidden Contact is the one vulnerability in this system, the one relationship where mutual exposure is the price of mutual benefit. The setting asks what happens when the system that protects you becomes the thing that puts you at risk.
