The research team must decide whether this is a signal, a language, or a relationship, and whether Earth's governments and corporate sponsors will allow them to treat it as anything other than a resource to exploit.

1. Setting Overview & Tone
Europa’s ice sings. At first the research station treated the repeating vibrations as an unusual tidal pattern, then the pattern began answering questions asked into the hull. It does not use language as humans understand it. A mathematical inquiry made in the morning may return as a melody in a diver’s suit six hours later. A song played in the mess hall can change the shape of a melt channel beneath the station.
The characters are members of the Thalassa Station expedition: scientists, divers, pilots, technicians, translators, security officers, or crew representatives. They work under two constraints. Earth’s governments funded the mission and expect a decisive claim. The ocean is old enough to have developed expectations of its own. Every experiment is an attempt at contact, but it also changes the relationship.
Tone: Patient scientific wonder under institutional pressure. The crew is not helpless in a hostile place. They are competent people trying to avoid turning a discovery into an extraction project before they understand who is being extracted from. The wonder is genuine: what is under the ice is beautiful and strange. The pressure is equally genuine: the people paying for the mission want answers that can be filed and monetized.

2. Thalassa Station
The Ice Shaft is a reinforced passage drilled through miles of ice. It is the crew’s only dependable route to the surface relay and the only place where the Choir’s vibrations can be measured cleanly. Recently, its walls have begun to form patterns that match the names of absent crew: people who left on the last rotation shuttle, spelled out in crystalline ridges that grow overnight and melt by afternoon.
The Submersible Dock holds three one-person research craft suspended below the station. Each has returned from dives with a different version of the same melody stored in its navigation logs. None of the pilots remembers hearing it. The dock itself vibrates at a frequency that makes conversation difficult. The crew has taken to writing notes on a whiteboard instead of speaking, which has produced some of the mission’s most honest communication.
The Warm Room is the station’s communal space: a pressurized module with a galley, a common table, and a sound system that the crew uses for morale. It is the one place the signal never enters, which some take as a mercy and others as a warning. The Warm Room is where arguments happen, meals are shared, and the crew makes collective decisions. Its walls are covered with crew photographs, shift schedules, and a growing collection of hand-drawn diagrams attempting to map the Choir’s patterns.
The Resonance Lab is a converted storage module that the Contact Team has converted into a research space. Its walls are lined with hydrophones, spectrometers, and recording equipment. The lab’s primary instrument is a keyboard connected to a hull transducer, which allows the crew to play music directly into the ice. The Choir responds to the keyboard more consistently than to any other instrument. The crew does not know why.

3. Factions
The Contact Team wants slow, reciprocal communication and believes the Choir has personhood before it has been proven useful. Their lead researcher, Dr. Adjani, is a careful scientist who insists on treating every exchange as a conversation rather than a data extraction. Her work is politically weak and increasingly popular with the crew, which makes the Consortium nervous.
The Helix Consortium owns the drilling contract and the station’s communication equipment. Its on-site representative, Coordinator Marsh, insists that the first group to decode the tidal patterns will control the next century of propulsion research. Marsh describes delay as irresponsible stewardship. She is not a villain. She is a competent executive whose framework for understanding the discovery does not include the possibility that the discovery has its own perspective.
The Deep Listeners are a loose group of divers and technicians who have experienced direct contact: melodies deposited in their suits, ice formations that responded to their presence, or moments of clarity during dives that felt like comprehension rather than interpretation. They do not agree on what the Choir wants, but they agree the official reports have left out the parts that make humans look dangerous. Their informal leader, a diver named Rook, has begun maintaining a private log of contact experiences that contradicts the official record.
Earth Command is the mission’s administrative authority, located 45 light-minutes away. Its directives arrive with a delay that makes real-time guidance impossible and retrospective judgment inevitable. Earth Command wants results that justify the mission’s budget. It does not have a protocol for first contact because no one expected first contact to happen on a drilling expedition. Its most recent directive instructed the crew to “secure the anomaly,” which could mean anything from documentation to containment.

4. Unique Mechanic: Resonance Translation
Create a shared Translation track with six phrases, not six numbers. Begin with one phrase the crew is confident about, such as warning, welcome, or boundary.
Advancing the Translation: Each meaningful experiment, musical exchange, or dive can establish another phrase on a successful Mind or Presence roll. The new phrase must describe a concept the Choir has communicated, and the table decides whether it is a noun, a verb, or something that does not fit either category.
Using a Translation: When a character acts on a translation, they may treat it as true and gain +1d6 if they honor the implied relationship. If the table later discovers the phrase was incomplete or wrong, mark a Dissonance.
Dissonance (accumulated, not per-session):
- At 1 Dissonance: The Choir’s responses become harder to interpret. Background vibrations increase.
- At 2 Dissonance: Ice shaft patterns change in ways that affect navigation. Equipment calibration drifts.
- At 3 Dissonance: The Choir changes the environment in a way that forces a new interpretation: ice shifts, navigation fails, a melt channel reroutes, or a crew member receives a message no one else can verify.
Reciprocity: Translation cannot be advanced through extraction alone. The crew must offer time, risk, information, or a genuine change in station behavior. Playing music into the ice counts if it is offered as communication, not as a stimulus for data collection. The Choir can tell the difference.

6. Starter Scenario & Why It Matters
The Reply: During a routine dive, the ice repeats a pilot’s private lullaby and opens a route into an unmapped sea chamber. The chamber is vast, warm, and filled with bioluminescent structures that pulse in time with the Choir’s vibrations. The Contact Team wants to follow the invitation and establish reciprocal communication inside the chamber. Coordinator Marsh wants the data transmitted to Earth before anyone enters, arguing that first contact should be managed by institutions, not individual crew members. The pilot says the melody is not a welcome, but an apology: the Choir is sorry about something, and the chamber is where it wants to explain. Earth Command’s response to the initial report will arrive in 90 minutes. The crew must decide whose interpretation governs the mission, reach the chamber, and learn what the Choir believes humanity already did to it.
Why It Matters: The Europa Choir asks whether first contact is a discovery or a relationship, and whether the institutions humans build for one are capable of the other. The Choir is not hostile. It is patient, musical, and old enough to have developed expectations about reciprocity that the crew’s sponsors do not share. The characters must decide whether to treat the ocean as a resource, a partner, or a neighbor, knowing that the people funding the mission have already decided and that the Choir is watching to see whether the crew agrees. The setting is about the gap between what humans are capable of understanding and what the institutions they build are willing to learn.
